For parts or not working. If you could get it to work it is unlocked. I had service with T-Mobile on the phone but it is paid off and a good ESN. I believe it is wiped totally but locked when put into fast boot mode not to be confused with the carrier locked. It is definitely unlocked from T-Mobile to be used with any carrier if you can get it working. The only major issue is the battery or charge port I think it's the problem. I'm not a order tech buff so I don't know everything about it but those are the details I do know. Feel free to contact if you have questions. Also there is one small ding on the side of the screen. Otherwise pristine cosmetic condition. This is the one plus 7t not to be confused with the regular 7 or 7 pro.
